Stockton to mull Ingleby Manor proposals
Tiviot Way Investments wants to deliver a care home, convenience retail and apartments at Little Maltby Farm near Ingleby Barwick.
Stockton-on-Tees Council has now validated the application for the project, on which Savills is advising on planning. The architect is 3DReid.
The Guernsey-registered developer’s professional team also includes Pegasus on highways, drainage engineer Queensberry, OS Ecology, Biodiverse Consulting and NID Environmental.
The land in question is to the north of Melandra Road, close to Ingleby Barwick and around six miles south of Stockton itself. As set out in 3DReid’s design & access statement, the plans – only outline at this stage – could include:
- A 4,000 sq ft convenience foodstore, and a parade of four convenience facilities of 1,000 sq ft each, and outdoor terrace area with associated access, parking and service area
- A residential care accommodation for older people, of around 60 bedspaces over three storeys with a footprint of around 12,550 sq ft with associated access, parking and landscaping
- A residential development of up to 40 apartments over three storeys with a footprint of around 11,480 sq ft with associated access, parking and landscaping
- Open spaces and landscaping within the site
- Highway access to/from the A1104 Low Lane via Welwyn Road and Melandra Road. This will be extended to form the spine road in the site and will facilitate connection to wider land within the housing allocation and the north-western boundary.
Previously used for horse grazing, the site is currently unused scrubland. It is neighboured by two recently completed housing developments, with two more in the pipeline in what is a key housing allocation area – the Ingleby Manor free school and sixth form is also close to the site.

Ingleby is getting to busy as it is the traffic still is a problem even with the new roads that have been put in like the QEWay still is a problem to many houses and to much crime going on its a police station we need not more shops or homes

What about building doctors surgeries and dentists for all the extra people. Building these should be part of the deal instead of more shops.

This development is not needed and totally out of character with the housing development there. No way should this be approved! This will down value the recent new house sales. I feel really sorry for any recent house purchase there.

If they have any ethics or morals then the council won’t approve this. It is extremely unfair for recent house purchases of 400k plus to instantly downgrade and ruin their new homes. Roads are already too busy! Why don’t they build some much needed infrastructure instead. Apartments are out of character with the area.

The proposed ste is unwanted. There is already too much traffic through this small estate without the infrastructure to support it. There is already a shop at Asda with a 5 minute walk from the school. There is also Tesco a 8 minute drive from the school. The apartments and care home are intrusive to residents who have just purchased homes and were advised that no one could build on this land. The social housing has brought with it an unacceptable level of police presence due to issues. Why should the residence be subjected to more with more shops for people to hang around and residents looking in gardens. No privacy. The land should be kept as public open space so that wildlife can have space in the village. There is limited space for walking and to promote positive mental well being. Wildlife is suffering, insects depleted and soils degraded but as long as the council makes some money who cares about the residents and their wellbeing.
