From clean energy, to the creative industries, to advanced manufacturing and digital defence – the sectors being targeted by NECA and Tees Valley are varied and ambitious.

Where are the development sites that will benefit from these plans? This event will bring you up to speed with what – and where – the local authorities are targeting.

There will be a mix of presentations and panels. Breakfast and lunch are included, providing plenty of opportunity for business development.


Expert speakers confirmed so far:

Simon Hulme, director of capital projects, Government Property Agency

Simon oversees the delivery of a well-assured programme of construction and fit outs in line with business cases from the CIO. He previously worked at the Department for Energy Security & Net Zero, where he worked as a director and chief project delivery officer. Simon brings with him a breadth of experience from his time in the British Armed Forces and Royal Engineers and then, when leaving the army, his work in the construction sector at an international firm. He joined the Civil Service in 2020 where he was leading the formation of a new implementation unit at the former Department for Business, Energy & Industrial Strategy, which led to him later moving to DESNZ, where he oversaw the wider departmental portfolio of delivery.

Michelle Duggan, head of inward investment at North East Combined Authority

Michelle Duggan leads inward investment for North East England, working with international companies and investors to support growth across the region’s key growth and innovation-led sectors and capital investment opportunities. With experience spanning regional economic strategy, university–industry collaboration, and high-growth sector development, Duggan plays a central role in attracting investment to the region. She represents the North East on the global stage, developing trade and investment alliances for the region, promoting its strong talent pipeline, collaborative ecosystem and competitive environment and infrastructure.

Simon Dew, managing director for Yorkshire & North East, Muse

Simon Dew, Muse

Muse’s managing director of Y&NE, Simon Dew has 30 years’ experience in property acquisition and development and joined the Muse team in 2010. Simon heads up the regional team and is responsible for the delivery of Muse’s pipeline of projects including Baltic Quay, Gateshead; The Durham Innovation Zone; Bradford City Village; Wakefield Strategic Regeneration Partnership; and Hull East Bank in Yorkshire.

Jeremy van de Bergh, associate director, Haskoning

Jeremy van den Bergh is a highly accomplished chartered engineer and leader with more than 16 years of experience across mission-critical sectors, including data centres, rail, aviation, and nuclear. He currently serves as associate director – data centres at Haskoning, where he oversees a multi-disciplinary portfolio that spans from 1MW legacy sites to 300+MW greenfield campus designs. Jeremy’s key focus is performing deep analytical dives into existing assets to identify critical pain points and model future potential. His ability to bridge the gap between complex technical requirements and financial objectives allows him to develop bespoke, impactful proposals that ensure positive project and product outcomes. Driven by a passion for data and human relationships, Jeremy applies deep technical knowledge and user empathy to navigate complex stakeholder landscapes in mission-critical environments.

Anneliese Hutchinson, strategic director, Gateshead Council

Anneliese Hutchinson(x)

Anneliese Hutchinson is the strategic director of economy innovation & growth at Gateshead Council. The service covers regeneration, economic growth, and business support, transport, culture, planning, and regulatory services. She is a chartered town planner with more than 30 years’ experience in local government and is vice chair of the Planning Officers Society, a charity which represents Local Authority UK Planning. She started her planning career in the London Borough of Hillingdon and returned to her native North East around 20 years ago. With a background in policy, planning delivery, and major regeneration projects, she has been involved in Heathrow Terminal 5, Staiths South Bank, and all of Gateshead’s recent major regeneration projects.

Iain Robinson, assistant director of town centre development, Stockton-on-Tees Council

Iain Robinson leads a multi-disciplinary team with the remit to drive forward the Council’s borough-wide regeneration ambitions with an initial focus on transforming the six town centres through a £200m investment programme over recent years, which has covered large scale regeneration and redevelopment sites, infrastructure schemes, site acquisitions, and business engagement & development, with notable achievements including the successful delivery of Stockton Waterfront, working in partnership to deliver the largest new build Community Diagnostic Centre in England, and wide ranging programmes of work through rounds of Levelling Up and Towns Funds. Robinson’s early career focused on several brownfield regeneration schemes along the River Tees corridor, including the redevelopment of Tees White Water Course, Stockton Middlesbrough Initiative, and North Shore redevelopment, before going on to manage the Strategic Development Team within the Council, successfully drafting the borough’s Local Plan and taking it through examination in public in 2018 as well as being the council’s lead officer on the development and delivery of the 128-bed Hampton by Hilton Hotel scheme.

Tracey Carter, director of regeneration and inclusive growth, Stockton-on-Tees Council

With 28 years’ experience of regeneration in local government, Tracey Carter is responsible for the delivery of the bold and ambitious regeneration programme in Stockton, as well as economic strategy, skills, and planning and property.
